This portrait is from the cover of of Time Magazine on June 28, 1954. "Time" was replaced with "Communist" to satirize the way Arbenz was depicted. Arbenz was painted as a communist in order for the U.S. to justify overthrowing a democratically elected government.

      never mind. it's G. Malenkov, Secretary General of the  Russian communist party. Stalin's face is also shown.
